Requirements:
• At least five years’ experience in a client/developer organisation in a senior construction-management role;• University degree in construction, engineering or project management;
• Experience delivering multi-storey business- or premium residential developments; please list in your CV the developments delivered under your direct leadership;
• Proven experience of working successfully with Moscow public authorities and stakeholders, including Mosgosstroynadzor, OATI, district authorities and local residents;
• Ability to work effectively with internal functions;
• Strong organisational skills and a high level of technical competence;
• Strategic and tactical planning skills, supported by strong leadership capability;
• Experience resolving complex and non-standard issues during construction;
• Thorough knowledge of construction technology, construction management, project stages and delivery sequencing;
• Confident user of MS Office, PowerPoint, AutoCAD, Microsoft Project and BIM 360;
• Experience completing and commissioning a development, including obtaining the statement of compliance and commissioning permit;
• Experience handing completed assets over to the property management company.

Responsibilities:
• Deliver induction briefings on occupational health and safety, fire safety for construction teams, Group I electrical safety for non-electrical staff, and civil defence and emergency response; where required, also provide induction briefings on environmental safety and the handling of production and consumer waste;• Coordinate and monitor workplace briefings on occupational health and safety and fire safety, as well as unscheduled briefings; where requested by regulators, deliver additional inductions covering environmental safety, waste management, counter-terrorism, civil defence and emergency response, occupational health and safety and fire safety;
• Arrange mandatory occupational health and safety training under Government Decree No. 2464 through approved external training providers and maintain the required oversight of training records;
• Arrange professional development and regulatory examinations, including construction and design qualifications, new trade certifications, working-at-height training, and Rostekhnadzor examinations in industrial and electrical safety; track all refresher-training deadlines;
• Manage the full personal protective equipment process, including selection, ordering, receipt, storage, issue, documentation, disposal and replacement;
• Coordinate special assessments of working conditions and occupational risk assessments through appointed contractors;
• Monitor working conditions for company employees at construction sites, carrying out site inspections at least once every six months, and conduct regular health and safety inspections across construction and refurbishment projects; monitor the general contractor’s compliance with operational safety requirements, issue corrective actions where appropriate and follow up their implementation; advise the general contractor on regulatory requirements covering occupational and fire safety, industrial safety, civil defence and emergency response, counter-terrorism, environmental protection and waste management, and submit reports to local authorities where required;
• Participate in inspections by regulatory authorities;
• Review technical documentation, including work method statements and relevant working documentation, for compliance with current occupational, fire and industrial safety requirements; issue comments and approve documentation;
• Manage the authorisation of the general contractor and subcontractors to commence work, including briefings and verification of contractor documentation; review permits to work and other high-risk activities where necessary.
Requirements:
• University degree in Technosphere Safety or an equivalent occupational and industrial safety discipline;• Alternatively, a university degree plus at least 250 hours of professional retraining in occupational health and safety;
• At least three years’ experience in a comparable role;
• Strong knowledge of Russian occupational health and safety, industrial safety and electrical safety legislation, including the Labour Code;
• Knowledge of regulatory requirements for health and safety training and competency assessment;
• Understanding of occupational risk-assessment procedures;
