Dream Riva Resort Quarter in Southern Moscow Receives Construction Permit

Dream Riva, a new premium-class project by Regions Development located within a resort-style urban cluster on the Nagatinsky Peninsula, has received a construction permit. The development will comprise three towers—Aria, Aqua, and Terra—ranging from 24 to 27 stories, with a total of 784 apartments and a combined residential area of 43,500 sq. m. The offering includes a variety of layouts up to 88 sq. m, as well as view penthouses with terraces on the upper floors. The project also features a landscaped embankment and five-star-level services.Dream Riva stands out for its attention to detail. The three towers, rising from 24 to 27 floors, are designed to resemble elegant sailboats gliding across the water and reflecting on its surface. Created by the Atrium architectural bureau, the distinctive design offers breathtaking panoramic views—whether of river sunsets or the vibrant lights of the capital.
The project offers multiple residential formats: compact and functional units for young buyers, family apartments up to 88 sq. m, and exclusive penthouses with spacious terraces ranging from 121 to 279 sq. m. Everyday infrastructure will include cafés and retail spaces located on the ground floors and within the stylobate.

The buildings in the quarter are named after the elements of nature: Aria symbolizes the freshness of clean air, Terra embodies the park landscapes of the land, and Aqua represents the smooth surface of the river. Each building has entrance lobbies and interior spaces designed in the same elemental style. In the Aqua tower, there is a grand lobby with a feature installation reminiscent of waves on the water’s surface, visually “bringing” the water element into the residential space. The Terra lobby is decorated with stone and a composition featuring a live tree, emphasizing its connection to the earth and nature, while the bright Aria lobby will feature a floating ceiling structure that symbolizes the sky. Each lobby includes a reception area and several service rooms designed to meet residents’ everyday needs, such as storage for strollers and bicycles, and a pet‑wash room for their beloved animals.
Residents will enjoy a private green courtyard and direct access to a pedestrian-friendly embankment. A municipal kindergarten is planned within the development, along with playgrounds for different age groups.
Pre-booking for apartments in the Dream Riva towers is already open, allowing buyers to secure the most favorable terms. Official sales are scheduled to launch in the coming days.
